WebKit on the worker is not marketed as physical macOS Safari, and the mobile cell is Chromium viewport/touch emulation rather than a physical Android phone.
URL/request validation blocks private destinations in the worker, while the system service separately denies loopback, RFC1918, link-local and metadata-class networks.
